New Announcement on Off-Campus Work Hours

for International Students in Canada

April 29, 2024—Ottawa— International students enrich Canada’s social, cultural and economic fabric. That is why, in recent months, Immigration, Refugees and Citizenship Canada has introduced reforms to the International Student Program, to ensure system integrity while protecting students from fraud and financial vulnerability.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced today that the temporary policy allowing students to work more than 20 hours per week off campus will come to an end on April 30, 2024, and it will not be extended. This fall, we intend to change the number of hours students may work off campus per week to 24 hours.

Students who come to Canada must be here to study. As such, allowing students to work up to 24 hours per week will ensure they focus primarily on their studies, while having the option to work, if necessary.

As we head into the summer session, students who have a scheduled academic break can continue working unlimited hours.

In developing this change, we looked at the needs of students, policies in other countries, as well as research that has shown that academic outcomes suffer the more a student works while studying. It also strikes the appropriate balance so students have the option to work without compromising academic outcomes. More details will be shared in due course.

We also continue to develop the new Recognized Institutions Framework to reward postsecondary institutions that set high standards for selecting, supporting and retaining international students. We will continue to support and protect international students from financial vulnerability and keep protecting the integrity of the International Student Program.

Quick facts

Recent studies conducted in the US and Canada have shown that there is a considerable decline in academic performance for students working more than 28 hours per week, and that working more than 24 hours per week increases the chances that a student will drop out of their program.
Most countries that welcome international students set limits on the number of hours they may work while they study. Australia recently changed its policy to allow a student to work 48 hours every 2 weeks. In the US, students must meet additional criteria before being permitted to work off campus at all.
In December 2023, the Government of Canada raised the cost-of-living threshold that students must meet to be approved for a study permit so they are financially prepared for life in Canada and are not as dependent on working.
International students who begin a college program delivered through a public-private curriculum licensing arrangement on or after May 15, 2024, will not be eligible for a post-graduation work permit when they graduate. Those who already started this type of program prior to May 15, 2024, will still be able to access a post-graduation work permit, provided they meet all other criteria .
The new letter of acceptance (LOA) verification process has been a success. Since its launch on December 1, 2023, through April 1, 2024, IRCC has
received almost 162,000 LOAs for verification
confirmed nearly 142,000 LOAs as valid directly with designated learning institutions (DLIs)
identified almost 9,000 LOAs that didn’t match any LOA issued by a DLI or that the DLI had already cancelled before the foreign national applied for a study permit

of International Students’ Study Permits

Ottawa, April 5, 2024— The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, issued the following statement:

“On January 22, I announced a national cap on study permit applications to address the rapid increase of international students in Canada. Provincial and territorial allocations for 2024 have now been finalized. I would like to take this opportunity to share those figures and explain how we made these decisions.

Net zero first year growth model

“The national cap is based on the amount of expiring study permits this year. This means that the number of international students coming to Canada in 2024 should be the same as the number of students whose permits expire this year. For 2024, the target is 485,000 approved study permits.

“About 20% of students apply for an extension each year and remain in the country. Therefore, IRCC subtracted that amount (97,000) from the target of 485,000 and set aside a small buffer to allow for other variations, resulting in a revised target of 364,000 approved study permits in 2024.

“Accordingly, based on the national approval rate of 60% for study permit applications, the target of 364,000 approved study permits translates into a cap of 606,000 study permit applications received for 2024.

“Some international students are exempt from the cap, such as primary and secondary school students and master’s or doctoral degree students. IRCC deducted the estimated volume of these groups (140,000 based on 2023 data) from the 2024 target number of approved study permits. This resulted in a target of 236,000 approved study permits for 2024, which converts to roughly 393,000 study permit applications to be allocated.

Finalizing provincial and territorial allocations

“IRCC distributed the adjusted number of study permit applications, 393,000, based on the population share of each province and territory. Under this model, some provinces and territories would get more students in 2024 than in 2023, while others would see fewer new students.

“For provinces that would receive more international students in 2024 than in 2023 based on population share, we adjusted their allocation to limit growth to 10% compared to 2023.

“For provinces that would receive fewer international students in 2024 than in 2023, we adjusted their allocation to lessen the negative impact in the first year and support broader regional immigration goals.

“IRCC also topped up allocations for provinces whose approval rate was lower than 60%. The top-ups will help provinces with lower approval rates reach their expected number of approved study permits in 2024.

“As a result, a total of about 552,000 study permit applications have been allocated to provinces and territories under the national cap. These allocations are expected to yield approximately 292,000 approved study permits, representing a 28% reduction from 2023 for the groups included under the cap.

“Many variables may influence the number of new international students who arrive in Canada in 2024, for example

provinces and territories with room to grow may not end up using their full allocations
approval rates may change
in-year adjustments may be required

“These results will help me make decisions on allocations for 2025. I have included the full allocation model below.

“We will continue to work collaboratively with provinces and territories to strengthen the International Student Program and to provide international students with the supports they need to succeed in Canada.”

O.N. Allocation of Study Permit Applications

TORONTO — In response to the federal government’s cap on the number of international student study permit applications over the next two years, Ontario is prioritizing public postsecondary programs that will help prepare graduates for in-demand jobs that support Ontario’s labour market needs.

“We are protecting the integrity of our province’s postsecondary education system by attracting the best and brightest international students to Ontario to study in areas that are critical to our economy,” said Jill Dunlop, Minister of Colleges and Universities. “We have been working with postsecondary institutions to ensure international students are enrolled in the programs to support a pipeline of graduates for in-demand jobs.”

Ontario will allocate 96 per cent of permit applications to publicly assisted colleges and universities, with the remaining four per cent allotted to Ontario’s language schools, private universities and other institutions. Career colleges will not receive any applications.

Applications will be allocated to institutions based on the following criteria:

Prioritize programs in the following high-demand areas, including skilled trades, health human resources, STEM, hospitality and child care.
Cannot exceed the institution’s 2023 permit levels.
As a final backstop, the ratio of international permits cannot exceed 55 per cent (exclusive of high-demand areas) of the institution’s 2023 first-year domestic enrolment.

French-language enrolment will also be prioritized as employers compete for workers with French-language skills. The government will work with colleges and universities to support them in standing up and transitioning to programming that is aligned with labour market needs and support Ontario’s economic growth.

Most international students seeking to study in Ontario must provide a provincial letter of attestation with their study permit application. This letter serves as proof that the applicant has been accounted for within the maximum allocations set by the federal government. To acquire an attestation letter to study in Ontario, students should contact their admissions office at the Ontario postsecondary institution where they have accepted their offer of admission and intend to enrol. Students can also visit the ministry website for more information.

To protect international postsecondary students and ensure they have a positive and rewarding experience when studying in Ontario, the government:

Is taking action requiring all publicly assisted colleges and universities to have a guarantee that housing options are available for incoming international students.
Invested over $32 million in 2023-24 to support the mental health of all postsecondary students. This includes funding provided directly to postsecondary institutions through multiple grants.
Introduced the Strengthening Accountability and Student Supports Act, 2024 that would, if passed, help to enhance the student experience by putting in place additional measures to support mental health, safe and inclusive campuses and allow for increased transparency of fees, benefiting all students including international students.

International students may apply for a post-graduation work permit after graduating from an eligible designated learning institution (DLI) in Canada. Ontario approves DLIs under the joint provincial-federal International Student Program . DLIs are eligible to enrol international students in programs of study six months in duration or longer on a study permit issued by Immigration, Refugees and Citizenship Canada.

As part of the changes announced by the federal government in January 2024, international students who begin a program at a publicly assisted college that is delivered through a private partner will not be eligible for a post-graduation work permit starting on May 15, 2024.

Canada's International Student Study Permit 'Cap':

What You Need to Know

No kidding – there has been a whirlwind of changes to Canada’s study permit program for foreign nationals since late 2023. Among these is a limit over the next two years on the number of new study permit applications that the federal government will process as of Jan. 22, the date the change was announced. At the time of the announcement, the cap was expected to result in about 360,000 approved study permits, a 35 percent cut compared to 2023.

If you are a student from outside Canada who has had this country on your list of potential university study destinations, you likely have a lot of questions. “For students, question number one is, ‘Does Canada remain open?’ And the short answer is, ‘Yes,’” says Larissa Bezo, CEO of the Canadian Bureau for International Education.

However, after massive growth in this sector over the last decade and concerns about meeting the country’s obligations to international students, Canada’s federal immigration department said it had to step in to protect the system’s integrity and ensure students are treated fairly. No target for the processing of study permit applications in 2025 has been announced and the number is to be re-assessed at the end of 2024 , the government said. This is the first time that a limit of this kind has been set by Canada.

“To be absolutely clear, these measures are not against individual international students,” Immigration Minister Marc Miller said at the Jan. 22 announcement. “They are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for and the hope that they were provided in their home countries.”

What does this mean for you, dear prospective international student? Sector experts say Canada remains a good bet for a quality university education that is well-recognized globally. But you should take some time to understand the details of the recent changes and how they affect you, including whether your planned course of study is even impacted by the cap. If it is, find out what the additional requirements are, including the all-important “provincial letter of attestation,” and what to expect around timing for the processing of your study permit application.

On to some myth-busting and question answering …

Is Canada banning visas for foreign students?

No. Canada’s immigration department is reducing the number of new study permits it will process for international students in 2024 and 2025. For 2024, it has set a limit or “cap” of processing 606,250 study permit applications for affected programs.

Are all incoming international students affected by the study permit cap?

No. International students pursuing master’s or doctoral studies, or those headed into elementary or secondary school programs are not included in the cap. Students who already have study permits and those seeking renewals are also not affected. Students coming to Canada for six months or less are not required to have a study permit and are also not included in the cap.

Are Canadian universities still interested in international students? Is it even worth trying to come to Canada?

Again, the answer is yes. Canadian universities are still very interested in having international students at every level. “Universities are still accepting applications from international students and now’s a great time to apply,” said Graham Barber, assistant director, international relations at Universities Canada, which advocates on behalf of Canadian universities. Graduate level students are not impacted at all by the study permit restrictions. This has been viewed by some immigration observers as a signal that Canada is particularly keen on students at this level of study. If you are in this category and have a letter of acceptance, there’s no need to delay your study permit application.

How will the cap affect my chances of getting a study permit and how will it be applied?

While fewer permits will be approved than last year, the cut brings the numbers close to where they were around 2022 (407,000 for all levels of study ), which remains substantial. Each of Canada’s 10 provinces and three territories has been given a share of the 606,250 study permit applications that will be processed for the capped groups, based on their population. Each jurisdiction will then decide how it will distribute its share among universities, colleges and other affected “designated learning institutions.”

Significant cuts were expected for more in-demand provinces such as Ontario – 50 percent or more.. British Columbia reported an allocation of 83,000 study permit applications, below the 97,000 it saw in 2023. However, other provinces that have received less attention from international students in the past may have room to grow their study permit approvals under their allocations.

Has anything changed around the application for a study permit? What is this “letter of attestation” that I have been hearing about?

The biggest change is that every application for a permit under the cap now requires a provincial “letter of attestation” also known as a PAL. This PAL means that the application has been verified by a province or territory as falling within its study permit application limit, or allocation. Study permit applications for affected programs received after the Jan. 22 announcement must include this PAL. However, those students whose study programs are not covered by the cap – master’s, doctoral , elementary and secondary school programs – do not need a PAL in their study permit application.

A previous announcement by the immigration department also increased the proof-of-financial-support amount that all study permit applicants must provide. That amount is $20,635 per year, not including tuition, for a single person. This applies to all study permit applicants, regardless of whether or not they are covered by the cap.

Where can I get an attestation letter?

The best advice is to check with the university where you have applied or have been accepted for the most up-to-date information. Provinces and territories have until March 31 to develop their systems for issuing and managing these letters of attestation.

Quebec was already able to issue this document as of Feb. 13 by modifying its existing Certificat d’acceptation du Québec. CAQs issued before this date do not include the modification; an updated CAQ is required in this case if the application is submitted after Jan. 22. Alberta said its system was operational March 1 and British Columbia’s system began March 4 . These provinces are issuing the letters of attestation to post-secondary institutions. The institutions then send them to international students. Where a province has not yet announced anything, “I would encourage [students] to be in direct conversation with the institution where they intend to study to get clarity in terms of timing, etc.,” said Larissa Bezo of CBIE. But be patient in the run-up to March 31 – “If an institution says ‘We don’t yet have that information as to when the [provincial letter of attestation] will be available,’ they sincerely mean they don’t have that information,” Bezo added.

I heard that under this cap, Canada will limit its intake of international students by country. Is that true?

The federal immigration department has responded that: “[a]ll study permit applications are assessed equally and against the same criteria, regardless of the country of origin.” Individual institutions do their own student recruitment and some have been trying in recent years to broaden the number of countries where students are coming from. However, it’s not clear how the cap will be applied by universities facing a cut in international student study permits.

I heard that certain programs will be favoured under the study permit cap, such as students in medical schools. Is that true?

Here’s what the federal immigration department has to say about that: “Medical schools are considered to be undergraduate programs or professional programs and would therefore not be exempt from the cap. Provinces and territories will determine how their allocation is shared among [their] designated learning institutions.” Setting priorities for how to distribute a province’s cap allocation would presumably only apply in high-demand provinces facing a study permit cut – Ontario, for example — but there is no information on that yet.

I submitted my application after January 22. It has been returned to me because I didn’t have a letter of attestation. Does that mean I am rejected?

The federal immigration department calls these applications “unprocessed” rather than rejected. Applicants can try again – just make sure all the required documents are there, including the letter of attestation if it applies to you.

I submitted my application for a study permit before January 22 but it was still being processed when the cap was brought in. How will this affect my application?

Those students who submitted their study permit applications before the Jan. 22 announcement do not need to take any further action as a result of the new requirements, the federal government has said . Their applications have continued to be processed, along with applications from international students whose programs are exempt from the cap.

I submitted an application for a study permit before January 22 but it was returned because I was missing a document. Do I have to include a letter of attestation when I re-apply?

Yes.

My study permit is ending this summer. Does that mean I will need to get a provincial attestation letter to renew my permit? Will the cap affect my ability to renew or extend my existing study permit?

No. Current study permit holders in Canada will not be affected and do not need to get a PAL .

I have been accepted into a university program for spring or summer 2024 but I still don’t have a study permit. What happens now?

If you did not apply for a study permit before the Jan. 22 announcement, this means you will be included in the cap (unless you fit one of the exemption categories mentioned already in this article), and you will have to get an attestation letter once they become available in the province where your university is located. Check with your university for more instructions. Bear in mind that study permit application processing time was running at about 10 weeks as of early March once all those documents are submitted, including the attestation letter. That does not include time to submit biometrics, if you are required to do that. The federal immigration department also says that processing times can vary depending on things such as how easily information can be verified.

Am I still eligible for a post-graduate work permit (PGWP)? I heard something about international students not being eligible for this anymore!

International students enrolled in Canadian university undergraduate and graduate programs remain eligible for PGWPs. As well, graduates of master’s degree programs that are eight months or longer are eligible for a three-year PGWP if they meet all other existing criteria, as of Feb. 15, 2024. What has changed is that new students enrolling in private college programs that have curriculum licensing agreements with public colleges are no longer eligible for PGWPs. International students at Canadian universities are not affected.

How does this affect my eligibility to work in Canada while I am at school ?

There have been no recent changes to international students’ ability to work in Canada during their studies. Consult the federal immigration department’s webpage for details. However, there have been changes affecting the ability of an international student’s spouse or common-law partner to work. Only spouses and common-law partners of international students in graduate and professional degree-granting programs (such as law, medicine, education, engineering ) will be eligible for open work permits.

If I am already in Canada on a visitor visa or work permit, do I need to provide a letter of attestation when I apply for a study permit?

Foreign nationals who are in Canada on a work permit do not need a PAL when applying for a study permit. Some categories of temporary residents are also exempt – but not all. Make sure to check the federal immigration department’s website for details so your study permit processing is not delayed.

In conclusion …

In the short-term, changes to Canada’s international student immigration policies do create confusion and anxiety for students and institutions alike. Nevertheless, there has been general consensus that changes were needed so that international students have as positive an experience as possible. “Each institution is trying to reassure students and applicants that we’ll get answers in time for them to make a decision and that we’re still a welcoming country in which to study,” said Annik Gélineau, chair of the Association of the University and College Registrars of Canada.

In the meantime dear international student, take a deep breath and carry on with pursuing your goals. It’s always wise to be clear about your motivations for choosing any study program and place, and how these match up with your interests and longer-term plans. “Get to your ‘why’s’ and then make a checklist,” advises Lou Janssen Dangzalan, an immigration lawyer and vice-president of Canadian Immigration Lawyers Association. “Make sure it aligns with your goals and with what’s available out in Canada.” Giving yourself options in terms of programs and universities is also a good strategy to follow for any student, adds Graham Barber of Universities Canada: “Make sure you’ve got a couple of programs in mind,” he says. “Keep your options open, apply early and make sure you’re checking all the boxes and meeting all the requirements.”

B.C. Implements Federal Changes for New International Students

The Province will begin issuing provincial attestation letters to eligible post-secondary institutions to allow international applicants to apply to study in B.C. as required by the federal department of Immigration, Refugees and Citizenship Canada (IRCC).

The new provincial attestation letter system will be effective as of March 4, 2024. Provincial attestation letters are now required for new study permit applications. The IRCC announced the new requirements on Jan. 22, 2024.

“Our ministry is moving quickly to ensure that we mitigate negative impacts to our post-secondary institutions and that international students have every opportunity to succeed in their education in B.C.,” said Lisa Beare, Minister of Post-Secondary Education and Future Skills. “While we’ve all agreed that the status quo wasn’t working for anyone – not for students, and not for our communities – the federal cap doesn’t take British Columbia’s unique environment into account. We will continue to work with the federal government to ensure any subsequent changes take British Columbia’s needs into consideration so that we can have a made-in-B.C. solution that properly responds to our shared goals.”

The provincial attestation letter is a verification letter that will be sent from the Province to the institution, then from the institution to the international applicant. The letter will serve as proof that the applicant has been accounted for within the maximum set by the federal government. Applicants will submit the attestation letter along with their study permit application. Institutions that use their full allocation will not be able to submit more applications until a new allocation is issued by the federal government for the following year.

B.C.’s allocation allows for 83,000 undergraduate study permit applications. This compares to approximately 97,000 study permit applications in 2023 for undergraduate programs. Based on previous acceptance rates, the federal government expects this to result in approximately 50,000 approved study permit applications for 2024. This compares to approximately 60,000 approved study permits for B.C. in 2023.

The distribution for the provincial attestation letters will be 53% for public post-secondary institutions and 47% for private institutions. The distribution is based on supporting public post-secondary institutions to maintain their international student programs while managing growth for this year and for future years. These numbers are based on the federal allotment of attestation letters, they do not represent approved study permits.

“Our government is acting promptly to ensure that there is as little disruption as possible given the new federal requirements and cap on international visa applications,” said Ravi Parmar, Parliamentary Secretary for International Credentials. “We will continue to implement the suite of actions our government recently announced to enhance post-secondary education quality and maintain and strengthen B.C.’s reputation while delivering the quality that British Columbians expect and international students deserve.”

The allocations will allow those public post-secondary institutions with sustainable international enrolment to maintain their international student programs. Private institutions that have pursued unsustainable growth will see the greatest impact of the reduced allocation. In 2024, private institutions will receive 27% fewer study permit applications than they did in 2023.

Most new study permit applications by undergraduate post-secondary international students and graduate students in non-degree programs will require a provincial attestation letter. Institutions will request the letter from the Province for their applicants to submit to the federal government with their study permit application.

Some applicants are exempt from the requirement, including:

primary and secondary school students;
master’s or doctoral degree students;
students already in Canada with a valid study permit or in-Canada work permit holders and their in-Canada family members;
students already in Canada applying for an extension; and
students whose application was received before 8:30 a.m. (Eastern time) on Jan. 22, 2024.

The Province will continue to support international students to ensure they receive high-quality education in B.C. Over the coming year, more action will be taken to better align programs with B.C.’s labour-market needs and continue to strengthen protections for students to prevent exploitation.

B.C. Strengthens Quality Standards for International Education

The Province is taking action to eliminate exploitive practices and improve the quality of post-secondary education by strengthening quality standards and bringing in new safeguards for international students in B.C.

“International students come here for a good education, but too many are being exploited or taken advantage of,” said Selina Robinson, Minister of Post-Secondary Education and Future Skills. “That’s why we’re introducing more stringent requirements for institutions and robust safeguards to protect international students against bad actors, provide them with a better path to success, and make sure B.C. continues to attract the talented students we need to fill significant gaps in the labour market and drive our economy forward.”

The Province’s new measures will bring in higher standards and greater accountability for educational institutions in B.C. These measures will help ensure the institutions deliver a high-quality education and offer strong supports that students need to study and build a good, successful life in B.C. These new requirements will help prevent institutions from taking advantage of international students and will eliminate private institutions’ ability to host international students if they are unable to meet the provincial standards for quality education.

Key changes are:

Pausing growth of institutions offering international education: The Province will pause approvals for two years, until February 2026, of new post-secondary institutions seeking to enrol international students.
Enhanced compliance and enforcement: The Province will implement more frequent inspections of private post-secondary institutions to ensure that new and improved quality standards are met and that students are properly supported.
Higher standards for private degree programs: To ensure students receive quality education, private degree programs will need to meet higher standards for approval. Standards include higher assessment criteria for degree quality, demonstrated labour-market need for graduates and appropriate resources, and student supports.
New language requirements for private institutions: The Province is setting minimum language requirements at private training institutions to ensure new international students are better prepared for their educational and professional journey in B.C.
Tuition transparency: Public post-secondary institutions will be required to post tuition levels for students for the entire time they are studying. This ensures incoming students know the entire costs of their education before they start their program.

“I have been fortunate to have a great experience as an international student in B.C. at Kwantlen Polytechnic University, which offers lots of supports for international students,” said Arjun Taneja, an international student at Kwantlen Polytechnic University working as an administrative assistant at DIVERSEcity Community Resources Society. “But some of my friends who have come here and attended some private schools have, unfortunately, had negative experiences. I’m happy to learn that there will be strengthened standards to ensure international students get the education they came to B.C. for, as many of us are here on our own at a young age and it’s nice to know government is looking out for us while we attend post-secondary.”

Work to address exploitive practices began in spring 2023. Since then, the federal government has announced limits on international student enrolment at post-secondary institutions, and the Province is working to align with these new requirements with the International Education Framework. The Province is working quickly to establish the systems needed for the new requirements set by Immigration, Refugees and Citizenship Canada, including a process to issue attestation letters to international student applicants.

“Today’s announcement is an important first step and an acknowledgment by the minister that international education in British Columbia needs more oversight,” said Melissa Chirino, chairperson, British Columbia Federation of Students. “International students need and deserve more protections when they come to Canada. We look forward to working with the minister over the coming weeks to discuss our vision for a public post-secondary system that is forward thinking and enables our institutions to adapt and thrive and deliver quality education to today’s and tomorrow’s learners as they were intended to.”

The Province will continue to work with students, institutions and newcomer services to eliminate exploitive practices that hurt international students and B.C.’s post-secondary education reputation.

These steps will help further ensure international students receive high-quality education in B.C. Further improvements are anticipated for the coming year to better align programs with B.C.’s labour-market needs and continue to strengthen protections for students to prevent exploitation.

B.C. has approximately 545,000 post-secondary students, which includes domestic and international students in the public and private sectors.
Of those, more than 175,000 are international post-secondary students from more than 150 countries.
Approximately 82,000 international students in B.C. are at public post-secondary institutions, and approximately 94,000 international students are at private post-secondary institutions.

International education actions strengthen quality standards, student protection

B.C.’s changes will bring greater accountability and stronger protections for international students.

The Province is implementing a two-year moratorium, until February 2026, on new Education Quality Assurance designations, effective immediately. New institutions will not have access to the federal Designated Learning Institutions list to recruit international students until the moratorium ends. Current institutions may renew their designation during this period.
New rules for public post-secondary institutions will set expectations for maximum international student enrolment levels, tuition transparency and student supports. Public institutions will also develop and implement international education strategic plans that guide the institution’s activities, manage its enrolment level within the target, and plan support services to meet the needs of students.
Changes to criteria governing private degree-granting institutions include a stronger evaluation process for new degree proposals at existing institutions and higher standards for new degree programs, including whether the new program is needed in the province. Requirements for improved organizational standards include institutional capacity in relation to enrolment plans, governance and administration, facilities, faculty and staff, diversity and anti-racism requirements, and additional student supports such as housing.
Policy changes to strengthen oversight of private training institutions include increasing inspections, strengthening, and publishing compliance and enforcement actions, setting minimum language requirements, and setting higher standards for distance delivery.

Canada to Stabilize Growth and Decrease Number of New International

Student Permits Issued to Approximately 360,000 for 2024

International students enrich our communities and are a critical part of Canada’s social, cultural and economic fabric. In recent years, the integrity of the international student system has been threatened. Some institutions have significantly increased their intakes to drive revenues, and more students have been arriving in Canada without the proper supports they need to succeed. Rapid increases in the number of international students arriving in Canada also puts pressure on housing, health care and other services. As we work to better protect international students from bad actors and support sustainable population growth in Canada, the government is moving forward with measures to stabilize the number of international students in Canada.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship announced today that the Government of Canada will set an intake cap on international student permit applications to stabilize new growth for a period of two years. For 2024, the cap is expected to result in approximately 360,000 approved study permits, a decrease of 35% from 2023. In the spirit of fairness, individual provincial and territorial caps have been established, weighted by population, which will result in much more significant decreases in provinces where the international student population has seen the most unsustainable growth. Study permit renewals will not be impacted. Those pursuing master’s and doctoral degrees, and elementary and secondary education are not included in the cap. Current study permit holders will not be affected.

IRCC will allocate a portion of the cap to each province and territory, who will then distribute the allocation among their designated learning institutions. To implement the cap, as of January 22, 2024, every study permit application submitted to IRCC will also require an attestation letter from a province or territory. Provinces and territories are expected to establish a process for issuing attestation letters to students by no later than March 31, 2024.

These temporary measures will be in place for two years, and the number of new study permit applications that will be accepted in 2025 will be re-assessed at the end of this year. During this period, the Government of Canada will continue to work with provinces and territories, designated learning institutions and national education stakeholders on developing a sustainable path forward for international students, including finalizing a recognized institution framework, determining long-term sustainable levels of international students and ensuring post-secondary institutions are able to provide adequate levels of student housing.

In order to better align the Post-Graduation Work Permit Program, we are changing the eligibility criteria:

Starting September 1, 2024, international students who begin a study program that is part of a curriculum licensing arrangement will no longer be eligible for a postgraduation work permit upon graduation. Under curriculum licensing agreements, students physically attend a private college that has been licensed to deliver the curriculum of an associated public college. These programs have seen significant growth in attracting international students in recent years, though they have less oversight than public colleges and they act as a loophole with regards to post-graduation work permit eligibility.
Graduates of master’s and other short graduate-level programs will soon be eligible to apply for a 3-year work permit. Under current criteria, the length of a postgraduation work permit is based solely on the length of an individual’s study program, hindering master’s graduates by limiting the amount of time they have to gain work experience and potentially transition to permanent residence.

In the weeks ahead, open work permits will only be available to spouses of international students in master’s and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.

The important measures announced today complement other recently announced reforms to the International Student Program. Taken together, they aim to ensure genuine students receive the support they require and have the resources they need for an enriching study experience in Canada, while at the same time stabilizing the overall number of students arriving and alleviating pressures on housing, health care and other services in Canada.

In the coming months, we will continue to work to provide clear pathways to permanent residence for students with in-demand skills and explore new measures to better transition international students to the labour force.
The department has introduced several measures recently to make sure the International Student Program works for in-coming students, as well as the country as a whole, including:
On January 1, 2024, the cost-of-living requirement for study permit applicants was updated to better reflect the true cost of living in Canada and help prevent student vulnerability and exploitation.
Since December 1, 2023, post-secondary designated learning institutions have been required to confirm every letter of acceptance submitted by an applicant outside Canada directly with IRCC. This enhanced verification process protects prospective students from fraud and ensures that study permits are issued based only on genuine letters of acceptance.
In 2024, we intend to implement targeted pilots aimed at helping underrepresented cohorts of international students pursue their studies in Canada.

The New Version of the Study Permit Application Form and

Revised Requirements to Better Protect International Student in Canada

Applying for a study permit on or after December 1, 2023

On December 1, 2023, a new version of the study permit application form (IMM1294) became available.

If you’re applying through the IRCC secure account, this version must be used to submit study permit applications starting on this date. Applications submitted on or after December 1, 2023 , that use the old version of the form will not be accepted.

Revised requirements to better protect international students

Starting January 1, 2024, the cost-of-living financial requirement for study permit applicants will be raised to ensure that international students are better prepared for life in Canada. This threshold will be adjusted each year, similarly to other immigration programs.

For 2024, a single applicant will need to show they have $20,635 in addition to their first year of tuition and travel costs. This change will apply to new study permit applications received on or after January 1, 2024.

In addition, Minister Miller has provided an update on three temporary policies that were set to expire at the end of 2023, including the following:

· International students already in Canada, as well as applicants who have already submitted an application for a study permit as of December 7, 2023, will be able to work off-campus for more than 20 hours per week until April 30, 2024.

· The measure that has allowed international students to count time spent studying online towards the length of a future post-graduation work permit, as long as it constitutes less than 50% of the program of study, will continue to be in place for students who begin a study program before September 1, 2024.

· A temporary policy was introduced on three occasions to provide an additional 18-month work permit to post-graduation work permit holders as their initial work permit was expiring. Foreign nationals with a post-graduation work permit expiring up to December 31, 2023, remain eligible to apply. However, this temporary policy will not be extended further.

for Study Permit Application

1. What is an IME?

A health screening program for people who want to visit or immigrate to Canada.
Goal is to protect against risks to public health, public safety and excessive demand on health or social services.

2. Who needs an IME?

You have lived in or travelled in a designated country or territory for 6 months or more in the year before you come to Canada.
You will work or be an intern in a health care or school settings in which public health must be protected.
You are applying for a parent and grandparent super visa.

3. When is the best time to do my IME?

Upfront Medical Exams (UFMs)

At least 30 days before you submit your visa application. You must request the medical “Information Sheet” from your Panel Physician and submit it with your application.

Medical Instructions Letter (IMM 1017E)

After you submit your visa application, within 30 days of receiving your medical instruction letter (IMM 1017E) from IRCC.

4. How long is my IME valid for?

Your IME is valid for 12 months. For students and workers, your letter of introduction shows the date your IME expires.

5. Why did I receive a request for additional medical information or testing?

You may be required to provide additional medical information or do additional testing to complete your IME. To avoid delays, contact your Panel Physician immediately when you receive a request.

6. I did a UFM and also received a Medical Instructions letter from IRCC (IMM 1017E). What do I do?

As long as your UFM is still valid, submit your medical “Information Sheet” to the responsible visa office via the IRCC Webform.

7. What is expected of me during my IME?

Tell your Panel Physician about any previous or existing medical conditions and whether you had a previous IME. Providing false information and misrepresentation is an offence under section 127 of Immigration and Refugee Protection Act and may affect your visa application.

8. Where can I get my IME done?

You must choose a doctor who is on the IRCC list of Panel Physicians .

Mohammad Ismu Daud menerima beasiswa dari dua universitas ternama di Kanada, yaitu University of British Columbia (UBC) untuk konsentrasi Bachelor of Science dan University of Toronto untuk konsentrasi Life Science Faculty of Arts and Sciences.

Selain kecerdasan, ragam prestasi yang telah Daud raih menjadi nilai plus dalam perjalanan studinya. Daud meraih medali perak untuk cabang Biologi Terintegrasi pada ajang Kompetisi Sains Madrasah, dan meraih medali perunggu pada Kompetisi Sains Nasional (KSN) di bidang Biologi pada tahun 2020. Selain itu Daud juga meraih medali emas bidang Biologi pada KSN 2021 dan medali perunggu Kompetisi Sains Ruang Guru.

Serangkaian prestasi tersebut berhasil membawa Daud menjadi penerima Beasiswa Indonesia Maju dari Kementerian Pendidikan Kebudayaan Riset dan Teknologi. Canadian Education International – Indonesia has been entrusted with the privilege of organizing EduCanada Fair for many years and every year we have always endeavoured to bring more prominent Canadian institutions to come and meet with students in Indonesia.

We are proud to announce that the Government of Canada Education Fair also known as the EduCanada Fair will be available virtually this year on Saturday, 10 October 2020 from 8am to 1pm.

The fair consists of the following programs:

1. Panel Discussion with current Indonesian students from PERMIKA (Indonesian Students’ Association in Canada) in the Auditorium (8am – 9am), followed by

2. Education Fair with direct Canadian institution representatives from across Canada in the Exhibit Hall (9am – 1pm), such as University of Alberta, University of British Columbia, Brock University, University of Calgary, Capilano University, Concordia University, University of the Fraser Valley, Kwantlen Polytechnic University, MacEwan University, Mount Saint Vincent University, University of New Brunswick, Trinity Western University, University of Victoria, University of Waterloo, York University, along with many other popular polytechnics and colleges in Canada.

Due to positive feedback that we received from past years, together with Canadian Alumni in Indonesia (CALINDO), we are again pleased to invite students & their parents to our Annual Canada Pre-Departure Orientation exclusively held for all students going to Canada from Indonesia this coming intake Fall 2015. Here are the complete details:

When? Saturday, 13 June 2015 @9am – finished (before noon)

CEI is pleased to invite you back to our annual Canada Info Session exclusively held for all local education agencies. Here are the complete details:

When? Wednesday, 27 April 2016 @9am to 1pm
Where? Edupac – World Trade Center I, 10th Floor

There will be a general overview & up-to-date quick facts about Canada & its education system plus the highlights that position Canada as an increasingly popular overseas study destination. There is also going to be an informative presentation by a Canadian alumnus that focuses on living, study & work experiences in Canada and tidbits on survival strategies. Most importantly, there will be a visa session on recent developments in temporary resident visa & study permit application conducted by visa officers, courtesy from the Embassy of Canada – Visa Section.

This is a wonderful opportunity for all senior consultants and branch/area managers to refresh their knowledge about studying in Canada. It may also serve as a comprehensive review for new consultants. We strongly believe that the info session will allow your company & its staff to gain useful insights and important tools to better promote Canada as one of the prominent overseas study destinations to your prospective students. Please note that coffee break & lunch will be provided. We look forward to receiving your confirmation of attendance (how many participants, including their complete name & email address and role in your agency) by replying this email invitation directly by the latest Friday, 22 April 2016.

Similar to last year, each agency is welcome to submit one question to CEI and another question to the Visa Section and we will compile a list of FAQ; we will try to answer as many as possible during the info session. Those two questions must be submitted along with the confirmation of attendance by the latest Friday, 22 April 2016.
